Illinois made history in 2020 as the first state to legalize recreational marijuana through the legislature, with an explicit focus on social equity, expungement of past convictions, and reinvestment in impacted communities. Illinois cannabis generates hundreds of millions in monthly sales yet federal banking laws still treat these businesses as criminal enterprises. Federal legalization would allow Illinois to fully realize its equity vision without federal obstruction.
